Medicaid, QHPs, and Kynect: How the Pieces Fit Together

Kynect, Medicaid, and Qualified Health Plans get mixed up all the time. Here is a clear map of how the three relate — and which one is the doorway to the others.

Three terms come up constantly in Kentucky health coverage conversations — Kynect, Medicaid, and Qualified Health Plans (QHPs) — and they are easy to mix up. They are related, but each plays a different role. Here is a clear map.

Which program you qualify for depends on household size and income relative to federal guidelines. This is general information, not an eligibility determination.

Kynect Is the Doorway

Kynect is Kentucky's health benefits platform — the front door. It is not itself an insurance plan. Instead, a single Kynect application figures out what you qualify for and routes you accordingly. Think of it as the access point that connects you to the right program.

For how the application itself works, see How Does Kynect Work?.

Medicaid Is One Destination

Medicaid is a program that provides health coverage to eligible lower-income individuals and families. In Kentucky, Medicaid was expanded under the ACA, widening who can qualify. You apply for Medicaid through Kynect — there is no separate doorway.

Qualified Health Plans Are the Other Main Destination

A Qualified Health Plan is an ACA-compliant private insurance plan offered through the marketplace. Depending on income, QHPs can come with subsidies that lower the monthly cost. These are the plans people often picture when they think of "marketplace coverage."

How the Pieces Connect

Here is the simplest way to hold it together:

  1. Kynect is the platform you apply through.
  2. Based on your information, Kynect points you toward Medicaid or a Qualified Health Plan.
  3. If you land on a QHP, you may also qualify for subsidies that reduce your cost.

For a deeper comparison of the two destinations, see Medicaid vs ACA Plans.

Why People Get Confused

  • They think Kynect is an insurance plan — it is the platform, not the plan.
  • They think Medicaid and QHPs are applied for separately — they share one Kynect application.
  • They assume their whole family lands in one program — members can differ. See Kynect Coverage for Families.

When Each Comes Into Play

  • Medicaid — you can apply any time; it is not tied to Open Enrollment.
  • QHPs — generally enrolled during Open Enrollment or a qualifying Special Enrollment Period.

Frequently Asked Questions

Is Kynect the same as Medicaid?

No. Kynect is the platform; Medicaid is one of the programs you can be routed to through it.

Can I apply for a QHP and Medicaid separately?

You do not need to. One Kynect application evaluates you for both.

What determines which one I get?

Primarily household size and income relative to federal guidelines, which Kynect evaluates from your application.
